Common Core = FedEdLed. "O" States Ohio and Oklahoma Battle SAME Issues!

I received this information today from my friend and counterpart Heidi Huber in Ohio.  It's a piece entitled, "What You Can Do Today To Stop Common Core".  In her post, Heidi tells parents to opt out of Fall Assessments and take control back for their child's education.

This is so true! Schools are mandated to test a certain percentage of students (I believe Oklahoma's percentage is 98). Think about it. If parents kept their children from taking state mandated tests, what would that do to the system? Well, because the test scores are used to calculate the school grade, the school would most probably fail. In that case, the state Department of Education is to become involved with the running of that school in one of several ways. Do you think the state has enough employees or a far enough reach to do that for every school in Oklahoma (or Ohio as it were)? I'll tell you the answer in case you don't know...NO.

Just like in Oklahoma, Ohio is fighting nearly ALL the same education 'reforms' as Oklahoma - school grade cards, 3rd grade reading retention, Common Core, the State Longitudinal Database...

For all those who like to believe education 'reform' is about kids - or that it is has arisen locally, state by state - I say, "Look at the evidence." If nearly every state in the union is fighting the same issues, this has to be about FEDERAL control.

Please wake up parents! You are in charge of your child's education! Opt out of state testing. Request the teacher provide different assignments for math, if your kids aren't catching on, or the problems are too long and unwieldy for them to manage! Taxpayer/parents pay to have their children educated in public schools. Public schools must be responsive to YOUR needs, not a conduit for federal government control of your child.

In closing, check out the photos I Tweeted out today. See anything funny here? I do...Same Stuff - Different "O" State!

How To Stop Common Core in Your Oklahoma School

WHAT TO DO IF YOUR SCHOOL IS USING COMMON CORE

ROPE has received many email and Facebook queries concerning the use of Common Core in schools this year.  Many parents, after sending countless emails, making phone calls and lobbying their legislators to stop Common Core in Oklahoma, are upset and angry over the fact that their school will use Common Core this year despite the passage of HB3399.

Though we've heard the objections, this is really a slap in the face of all the parents and grandparents who took the time out of their schedules to endlessly call their state senators and representatives.

Of course we here at ROPE are upset about this situation as well.  As soon as we began hearing these concerns, I inquired with HB3399 author, Representative Jason Nelson.  He told me that if schools were using PASS and Common Core, there wasn't really much anyone could do.  He also said that if schools were using CC only, they were, of course, breaking the law, but again, it would be hard to do much about it other than to go directly to that schools' board and complain.

After another several messages today, I asked the attorneys that prepared ROPE's Amicus brief for the state school board lawsuit against HB3399, Don and G.K. Powers. Here is what they said:

Parents should call and write to the President of their local school board, and copy the Attorney General, and local District Attorney.  They should state clearly that the Local School Board and the Superintendent, principles and teachers should all follow the law, and in Oklahoma, that is not Common Core, {PASS is}.  Those who choose not to follow the law should resign immediately, or be fired.
A school board that does not follow the law should be recalled. Law suits in this matter aren't of much use.  But reporting the breaking of the law, firing law breakers  and recalling board members is the right call on this issue.  If board members are not going to support the law, they should not be on the Board.

In the letter to the Attorney General, parents should identify who is leading the movement to maintain common core, and say that Mr.or Ms. soandso is conspiring with the teachers to break the laws of Oklahoma by keeping common core. Conspiracy to break the law is a crime itself.  If you can get anything in writing that says, so and so school district is going to follow common core, than that is proof of a conspiracy to break the law and should be given to the Attorney General, and the local District Attorney.
I think this is excellent advice.  Here is the complaint form for the AG's office.  You may download it, fill it out and send it in.  District Attorneys listed by county and district can be found on this webpage.  You can click through to get the contact information for your respective DA.

ROPE would also suggest organizing a group of as many parents as possible to attend the school's next Board meeting and speak to the members in person, explaining their anger at having their children subjected to the Common Core AGAINST State law.  Have parents wear the same color shirts and fill the room with as many people as can attend. Make it clear the Board's actions will have consequences come elections in February.  If your school board member is not helpful, find out when their term will expire and recruit someone to run against them.

FILE AS A LOCAL SCHOOL BOARD CANDIDATE

This would help!  So many parents don't understand that school boards are really for the PARENTS to help direct the education of their children.  Knowing that, we need PARENTS TO RUN FOR SCHOOL BOARDS and return them to a parent center, not a Superintendent-centered conglomeration of 'yes' men/women that sign off on anything the Superintendent says - including their salary!  GET INVOLVED at the district level in your school system and work to make it work for you!  Make this the start!  Here you will find all the information you will need to know about filing for school board.  Please download and read it and be prepared come filing DECEMBER 2nd through the 4th.

ROPE Hires Attorneys To File Amicus Brief In Support of HB3399

As of Friday, June 27, ROPE has hired two different attorneys to represent the PEOPLE in the lawsuit against HB3399.  If you would like to help us raise money to fund these efforts, you can do so here.

At the time of our associations with either set of attorneys, we had no idea who would represent the respondents (the state) in the lawsuit.  Today, after speaking with Emily in the Attorney General's office, we have found the AG's office will be mounting the defense.  I would like to point out, however, the AG's office is defending the respondents - the State Department of Education, Speaker of the House Jeff Hickman, Pro Temp Brian Bingman and the State of Oklahoma.

However much confidence we have in the ability of the AG's office to defend the state (and our hard work to Stop Common Core in Oklahoma) against this silly lawsuit, I ask you to turn your attention toward the Hobby Lobby religious liberty case.  Today, Hobby Lobby won a major fight for the cause of religious liberty in the United States, however, there were many lawsuits filed in many different courts before this final verdict was reached today.  In fact, though, the Green's attorneys represented them ably, many Amicus briefs were also filed in support of the original lawsuit to give the court other perspectives and information to consider.

So what is an Amicus brief?  An Amicus brief is also called "friend of the court".  Only the respondents in any lawsuit are given 'standing' in a lawsuit - it is up to those being sued to mount a defense.  An Amicus brief allows people NOT a party to the original lawsuit to bring their voices into deliberation on the action.  In other words, though the state is defending the state, no one is defending the PEOPLE.  The state's interest and the people's interest are not always the same, as we found when the lawsuit was originally filed.  Filing one or more Amicus briefs in response to this lawsuit help the voice of the people to be heard...yet again.

Here is the information I provided today on our Facebook page.  If you have further questions or concerns, please either respond to the post here, on our Facebook page or feel free to message me personally through our Facebook page.

IMPORTANT INFORMATION REGARDING ROPE's REQUEST FOR ASSISTANCE IN FILING AMICUS BRIEFS IN SUPPORT OF HB3399.

Please, rest assured we are not attempting to gain anyone's personal information in using the Go Fund Me site to collect money to fund our Amicus briefs on behalf of the people and HB3399. ROPE was the first organization in all of Oklahoma - and one of the first in the nation - to research, educate others and attempt legislation to stop the State Longitudinal Database. We will not use anyone's email addresses supplied to the Go Fund Me effort, period.

The Oklahoma Attorney General has agreed to represent the respondents in this case, yes. This is a good thing, however, again, the state is being represented and not the people.

Here is a statement from one of our attorneys, Don Powers, of Powers At Law, law firm in Edmond, Oklahoma (http://powersatlaw.com/
),

"An Amicus brief provides a venue into the case, allowing us to present facts on the side of the people that can be helpful to the Attorney General and the Supreme Court in deciding the case in our favor. It simply allows the people to have more ammunition on our side."
We have also secured the services of John Paul Jordan in Yukon, Oklahoma (http://www.jpjordanlaw.com/). Mr. Jordan replied,
"We have seen time and time again where an Amicus brief has helped to sway a court to have a more clear understanding of the issues. In addition, given the confinement of the briefs, an Amicus brief helps to get more information to the court that a party may not be able to include. We can't take for granted what information is presented to the court. For example, many Amicus briefs were filed in the Hobby Lobby case. This is a common legal practice."
Please visit the websites for both sets of attorneys if you are concerned that our request is without merit, simply political or for any other reason than a pure representation of the people who fought so hard to STOP COMMON CORE in Oklahoma.

Bill To Repeal And Stop Common Core Passes Oklahoma House and Senate May 23

The last day of the 2014 session, Friday, May 23rd, the Oklahoma House passed HB3399 with a wide margin.  Hours later, the bill passed the Senate and has now reached the desk of Governor Mary Fallin. All indications are that she will sign the bill, however, she could execute a pocket veto if the bill is not signed before Monday June 2.

If signed, HB3399 would be the most thorough removal of Common Core from any state of adoption in the nation to date.  The bill:

  1. Repeals Common Core from state law, creating a framework for standards to be written by Oklahomans over a two year time period.
  2. Directs a return to the state's previous standards and tests during the interim.
  3. Requires the "mastery of the "standard algorithms in math" - the "most logical, efficient way of solving a problem that consistently works", in attempt to curb the concept of 'fuzzy math'.
  4. Requires Oklahoma's new standards be compared against the Common Core State Standards to ensure they are NOT in alignment.
  5. Provides legislative review and approval of finalized standards as created through the State Board of Education.
  6. Prohibits the state Board of Education from entering into any agreements that would in any way cede control or authority of Oklahoma standards or tests.
  7. Directs standards and tests to be developmentally appropriate.
  8. Creates a paper and pencil test option in the event online testing creates issues for students.

Restore Oklahoma Public Education (ROPE), has advocated against Common Core since 2010, working with state Representative Sally Kern as early as the 2011 legislative session to author a Common Core repealer bill.  Since that time, there has been at least one Oklahoma House bill authored against Common Core every session.

"I am gratified and very thankful to have so many in our State legislature allow us to educate them on the issue of Common Core over the years.  Had so many members not maintained an open mind and reviewed our research, there would have been no way to have passed this kind of comprehensive bill", said Jenni White, President of ROPE.  "We ALL want high standards for our children, but we especially want parents involved in the process of educating their children.  Common Core was putting a wedge between parent and teacher, teacher and administrator, and all but neutering school boards.  Local control of education has been proven time and time again to be the best system for ensuring students the best possible educational results."

"ROPE also thanks Speaker of the House Jeff Hickman and Senate Pro Temp Brian Bingman for their excellent leadership in keeping this bill moving through the process. In addition, Representative Jason Nelson, and Senators Josh Brecheen and Anthony Sykes did yeoman's work in the production of a bill to bring Oklahoma's education back to Oklahoma parents and educators and we will forever be grateful for their efforts and advocacy."

"We are so very proud to have worked side-by-side with many other great group leaders across the state this year to educate parents, grandparents and Oklahoma citizens against Common Core," White said. "Without their education of others in their neighborhoods, cities, towns and through social media - as well as the tireless phone calls and emails made to the state Capitol by countless thousands of Oklahomans pleading legislators to stop Common Core - this kind of overwhelming victory would have been nothing short of impossible.  We now humbly ask Governor Fallin to sign HB3399 into law and eagerly await the date we can celebrate with her, this tremendous win for public education in Oklahoma - and across the nation."

Let's Pass HB3399 - 8 Are Great to Stop Common Core

WE ARE PUMPED!  HB3399 passed out of Conference Committee this afternoon. Now we need to get it to the finish line!  Many of us will be meeting at the Capitol on the Fourth Floor Rotunda WEARING OUR GREEN STOP COMMON CORE SHIRTS tomorrow, Thursday at 1pm.

We will tell legislators we are SO thankful to them for supporting the repeal of Common Core and we are so grateful to them for all their work!  Now we need to let them know we are behind the bill and are ready to see it pass it through the House and the Senate and get it to the Governor's desk.

Though there will never be a perfect bill for everyone, this bill is so much more than we ever thought we'd accomplish this year - especially after four years of batting ZERO!

1.  Repeals Common Core from state law
2.  State must use PASS during the two year interim while new standards are being written and the tests must be aligned to those standards
3.  No more 'fuzzy' math!  The new standards require the mastery of the 'standard algorithms in math' - "the most logical, efficient way of solving a problem that consistently works"
4.  Oklahoma's new standards must be compared with the old standards to ensure they are NOT aligned with Common Core
5.  Oklahoma's new standards must be reviewed and approved by the legislature
6.  The state board cannot enter into any agreements that would cede control or authority of our standards and tests
7.  Standards and assessments must be developmentally appropriate
8.  The state may use paper and pencil tests if online testing creates problems for students

Of course, we will have to continue to keep an eye on the process of development of the standards and this is why we will campaign against Superintendent Barresi as Superintendent.  Please continue this fight through the elections to INSURE Oklahoma develops our own educational standards.  Because, of course, Common Core is not OK!

SB1764 and HB3399 To STOP Common Core in Oklahoma

Restore Oklahoma Public Education applauds Senators Sykes and Brecheen and Speaker of the House Jeff Hickman for their heartfelt desire to listen to Oklahoma parents and do what is best for Oklahoma children.

An amendment filed to SB1764 late yesterday by Senators Sykes and Brecheen, will stop Common Core state standards in Oklahoma and return Oklahoma education to the control of those best in charge of their children's education - parents.

In the Oklahoma House, Speaker Jeff Hickman yesterday filed similar language in an amendment to HB3399 providing the same assurances.

Over the years, Oklahomans have made clear their overwhelming support for local control of education. As Common Core has been implemented to greater degree in Oklahoma public schools this year, we have seen teachers, parents and school board members alike decry the removal of local control these standards present.

Oklahoma has had standards for decades. In fact, these standards – PASS – were declared by the Fordham Institute (Common Core Supporters) to be BETTER in many ways than Common Core. In addition, PASS were NOT placed in state law, but in school code. This allowed independent school districts to make choices about how best to apply those standards to their individual district for the betterment of their students through the interventions of school boards and parents.
It is clear that, despite the push of special interest groups such as the State Chamber of Commerce and Stand For Children through expensive glossy mailers and state-blanketing robo calls, the voices of individual, unfunded parents are being heard!
None of the rapidly rising concern regarding Common Core is surprising, however. Just as The Affordable Health Care Act was passed before it was read, Common Core was passed before it was written. We’ve all watched, with great frustration the botched roll-out of the AHCA. How could Common Core be any different? Once the ‘state’ removes such personal issues as health care and education from control of the individual, chaos naturally ensues.

Current Status Of Common Core Legislation (3/7/2014)

We started the legislative session in Oklahoma with 7 bills relating to Common Core.  I documented all the bills and gave a brief synopsis prior to the legislative session, however, now here we are - not even half way through the legislative session and we're already down to ONLY three survivors:
  1. HB3399 by Speaker of the House Jeff Hickman (formerly Jason Nelson)
  2. HB3167 by Gus Blackwell and
  3. SB1310 by Eddie Fields
  • SB1310 was the only bill by Fields to pass out of the Senate Education Committee (he had two - SB1146 was a repeal bill - SB1310 is a Task Force Bill).  Unfortunately - as I told Senator Ford - we have studied Common Core in some capacity for two separate years (2011, 2013), there is absolutely no reason to 'study' it further.  This bill is alive and scheduled for a vote in the full Senate.
  • HB3167 is a full repeal bill that provides six years in which districts may try any form of standards and curricula they desire.  A Fiscal Analysis has been attached to the bill that states a repeal could result in a significant loss of federal funds.
  • HB3399 as currently written does a number of things:
  • It prevents the Oklahoma State Department of Education (OSDE) or any state entity or agency from ceding control over standards, curricula, tests or data to an outside entity, ie; the federal government or private entity.
  • It forces the state agencies and individuals that are party to federal grants, agreements or contracts having to do with public education to amend the agreements to get out of them.
  • It STOPS Common Core AND Common Core testing implementation for two years.
There has been much confusion regarding these bills.  This morning I was talking to the creator of Bartians for Academic Freedom, Joy Collins.  Below, I am pasting a section from her Facebook page today because she has so aptly described the situation there is no need for me to reinvent the wheel:
HB 3167 - Removes the state mandate and leaves a choice for the schools to keep the standards in place (personally I don't see my school district removing them, how about yours? And does this end the nightmare of the ACT and the SAT?) I acknowledge it is a start, but it is not an complete answer to our prayers. There will be a lot work left to do.
My cousin, who teaches in Texas, has been dealing with C-Scope (the evil step sister of Common Core) in her classroom, and she can attest that just because the state removes the mandate, doesn't mean the standards go anywhere. Her school district holds the opinion that they have spent too much money and aren't getting rid of C-Scope in the schools.
HB 3399 - Freezes the mandate for implementation for two years, removes the Common Core testing mandate, and puts the PASS assessments back in place until 2016-2017, and prevents federal intervention in state education. If PASS is the test, then PASS will more than likely the be curriculum. It gives us the opportunity to see the lame ducks go, vote for people who reflect our ideals into office, and get rid of this horse manure once and for all.
Some say, Governor Fallin wants to sign HB 3399 to be a hero in her campaign for reelection. I say…praise God! With more time we will continue to educate and get better legislation in place. Whoever thought this would this would be short journey clearly didn't pack enough clothes. In the meantime, as we continue to educate and demonstrate. We must also quit assuming we know what is going on with politicians behind closed doors. A little less he said/she said would go a long way. Who knows, maybe with a little authoritative prayer, Governor Mary Fallin might just come through for us. I am only a political novice who is learning by the day, but slandering any politician without clear evidence weakens our movement and cheapens our integrity.
We agree!  Is the issue STOPPING Common Core or backing a bill number?  ROPE has been lobbying, studying, writing, and speaking all over the state to anyone who would listen in order to STOP Common Core, since 2011.  We will back ANY legislation that STOPS Common Core BEFORE it is fully implemented in Oklahoma by law next year.

Unfortunately, Common Core is like a hydra. There are way too many heads to cut off by a simple repeal.  In addition, Governor Mary Fallin, is the head of the National Governor's Association.  She has touted these standards as an accountability measure since she came into office.  According to a conversation Joy had with the Governor last night - where a group staged a protest outside her new campaign office in Tulsa - our Governor believes her Executive Order on Common Core STOPS Common Core.  Of course it does nothing of the kind, however, we have also been told she will VETO any Common Core repeal bill - especially if there is a negative fiscal impact.

We understand from numerous sources who have been to the capitol, that Katie Altshuler (the Governor's Policy Director over education) has been speaking directly to legislators - lobbying against efforts to STOP COMMON CORE.

ROPE has ALWAYS determined to assist parents in their efforts to protect their children and retain their parental rights by STOPPING Common Core, whatever that looks like, whatever the bill number is, whomever is the author. If a bill can be cobbled together that will not only pass the Senate from the House but be SIGNED by the Governor - we're IN - but it will take a UNIFIED voice to get there.

If you want to STOP Common Core, continue to help us with emails to Katie Altshuler's office, YOUR PERSONAL Senator and Representative and the Governor.  Sign up for our emails. We will give you ideas as to how to take action.  Thank you for ANY assistance in our battle to STOP Common Core in Oklahoma!

How to Stop Common Core in Oklahoma in TWO EASY STEPS!

Thank you to ALL those that participated in our final Common Core Interim Study under the very able guidance of House Administrative Rules Committee, Representative Gus Blackwell.  We had 12 superintendents, principals, professors, teachers and parents give their testimonies November 5, 2013.

Now, here's where the hard part begins!

First:  If you REALLY want to stop Common Core in Oklahoma and return public education to local control, RUN FOR SCHOOL BOARD IN YOUR AREA.

We recently had a WONDERFUL visit with a lovely group of PTO moms.  They are very active and very disappointed that their new Superintendent is pushing Common Core and all the other education 'reforms' promoted by our Governor and State Superintendent to the nth degree.  It's important to remember who hires district superintendents - THE SCHOOL BOARD.  So, what if you had a really great, conservative group of school board members 100% sold on the idea of local control?  You could legitimately make a stand against the state for control of your own district.  True, many 'reforms' are in state law, however, a few quotes come to mind:
  • We ought to obey God rather than men. Acts 5.29
  • "Rebellion to tyrants is obedience to God."  Thomas Jefferson
  • "Men must be governed by God, or they will be ruled by tyrants." William Penn
  • "Man will ultimately be governed by God or by tyrants." Benjamin Franklin
As I have begun to opine in nearly every forum into which I'm invited of late, it seems as though we have come to the crossroads of tyranny and freedom.  While I do not enjoy advocating breaking the law, I do not advocate bowing under unlawful oppression either - a situation in which I believe we surely find ourselves in many areas of our lives, to include public education.  There are few who could really study Common Core and not see a direct parallel with the Affordable Health Care Act - they are both laws that seek to oppress a majority of citizens in order to uplift a minority of citizens - NOT at all a legitimate form of governance.

Many school board elections are won on fewer than 1000 votes!  Most are won by an even smaller margin.  These elections happen in YOUR COMMUNITY. Voters are your friends and neighbors!  If you could win ANY election, this would be the election, therefore I submit that YOU SHOULD run.

Now don't say you don't have time or you don't have the money - these are ALL things that are transient and eminently solvable.  Politics at ANY level is won by THOSE THAT SHOW UP!  We can no longer rely on others to do our work for us (or trust me, I would have long ago!), we MUST be the ones to do what is right and to take back our public schools.

Here is the information you need to BEGIN THIS JOURNEY NOW!

Visit the Oklahoma Election Board and download the School Board FILING PACKET.

THE FILING PERIOD
Opens 8:00 A.M., December 2, 2013
Closes 5:00 P.M., December 4, 2013

THE ELECTIONS ARE HELD
Annual School Election - February 11, 2014
Annual School Runoff Election - April 1, 2014

For FOUR YEARS I have cajoled and begged and pleaded for you to run.  For FOUR YEARS I have tried to explain the importance of these elections.

I am asking you to realize that God gave us our form of government through the Pilgrims (it's a great story, take time to read it to your family on Thanksgiving) and go to God NOW. Pray about it! Submit if you realize God is calling you to this high office.  We will do everything we can to find and/or nurture a support network for you to get your campaign off the ground.  It will be hard work to do it right, but YOU CAN DO IT. The election work is but a short time to put in for a seat at a table where you can exert a needed influence in your community.

Second: We have spent hours collecting, collating, editing and uploading video and written testimonies of the Common Core Interim participants.  I took my own video, ran out of space on my phone and battery in my camera and did not get video for ALL those that spoke.  I did, however, make sure ALL testimonies that came to me, were formatted and transferred to our Scribd account for legislators and others to read.  Here is a link to our website where all the videos, with their included testimonies, have been uploaded as a kind of a 'one stop shop'!

PLEASE, take the time to send your senator and representative links to the videos and the written testimonies found in the paragraph above.  If you don't want to send links to all, pick out a few that really speak to you and send those - but MAKE SURE YOUR REPRESENTATIVES and SENATORS see these!  Let them know that you are a SINGLE issue voter and this will be an issue come November.  Do not threaten or be ugly - THERE IS NO NEED FOR THAT!  Just be kind, but firm in your communications.  Here is an option,

Dear Representative (or Senator) ______,

I am writing to you today to express my concern regarding the Common Core State Standards written into law before they were even available for Governor Henry and the legislators to read.  Though Oklahoma law makers agreed to the standards in order to get Race to the Top funds, Oklahoma has never received a DIME of RTT money, making the Common Core an unfunded mandate in my district. (here's the time to tell them if your district has passed a school bond, raising your property taxes)

(if your children have been affected by standards, tell them how)
(if you're a teacher and you've been adversely affected by the standards, tell them here)

Please respond to this communication and tell me if you would be willing to either assist in writing a bill to stop the Common Core here in Oklahoma, or vote to stop Common Core in Oklahoma should one be written and voted on next session.

While I very much appreciate your service to our district and to the state of Oklahoma, if you are unable to comply with my request, I will be unable to vote for you in the next election, this issue is of such great importance to me.

Thank you again for your time and your service.  I look forward to hearing we can work together on this issue, soon.

Sincerely

If you do not get a response from your legislator via email, call.  Do not get angry or irritated they are not responding - many have jobs and other responsibilities that take them away during their time off.  Continue to try - kindly, patiently - until you get a commitment from them one way or another and then hold them to it.

It will take all of us to turn this ship around and we must do that by GETTING INVOLVED and STAYING INVOLVED!  You can do it!
