Universal PreK, What Would the Founders Say?

Universal PreK, What Would the Founders Say?

In response to the Capitol Beat OK article on the Oklahoma State Department of Education FY 2011-12 budget, ROPE is floored that our new Superintendent would remove the stipend for teachers with National Certification, but funnel 100 MILLION dollars from the budget into early learning opportunities.

National Board Certified teachers have to go well above and beyond their required work at the state or collegiate level to attain this certification (National Board for Professional Teaching Standards, 2011). Final competencies for teachers undergoing this rigorous certification come from peers (Oklahoma's Official Web Site) after a thorough review process. This does not parallel the certification process for Oklahoma classroom teachers who are certified after completing an education degree (not a degree in the subject to be taught) and passing three competency tests (Oklahoma State Department of Education).

It seems a huge disappointment to remove the incentive for teachers to attempt this more rigorous certification. OCU, for example, requires only 19 hours of Biology (Oklahoma City University) to get a teaching degree in Biology and 37 hours of Chemistry for a Chemistry Ed degree. Any further attempt by teachers toward making them better able to produce learned students should be lauded.

This disappointment comes into stark relief when realizing that 100 million dollars will be spent on programs for pre-K.

Over the years, researchers have argued about the value of prekindergarten programs – especially those implemented with state or federal tax dollars. More research is coming to light today, however, indicating pre-K programming to be a failure (Burke, Long Overdue Head Start Evaluation Shows No Lasting Benefit for Children, 2010), overall (Schaeffer, 2008).

As an example, the federal government contracted a large study of the publicly-funded Head Start program in 1998 only to squelch findings until last year, possibly because results indicated ZERO (Burke, Long Overdue Head Start Evaluation Shows No Lasting Benefit for Children, 2010) long term benefits to children. (Head Start, as well as the first federal funding of education [dubbed the Elementary and Secondary Education Act, ESEA], were begun in 1965 during President Lyndon Johnson’s “War on Poverty”, based on the incorrect assumption that poverty causes illiteracy. (Schlafly, 2000))

Darcy Ann Olsen of the Cato Institute wrote the following in her paper,” UNIVERSAL PRESCHOOL IS NO GOLDEN TICKET (Olson, 1999) Why Government Should Not Enter the Preschool Business”, “Public preschool for younger children is irresponsible, given the failure of the public school system to educate the children currently enrolled. The desire to "do something" for young children should be tempered by the facts and proposals for universal preschool should be rejected.”

Preschool was begun in Oklahoma in 1998. In 2009, Lindsay Burke of the Heritage Foundation assessed a number of studies done on Oklahoma pre-K and concluded the following (Burke, Does Universal Preschool Improve Learning? Lessons from Georgia and Oklahoma, 2009), “The experiences in Georgia and Oklahoma suggest that a federal program to encourage states to offer universal preschool would be costly and ineffective in delivering the significant, long-term benefits that its supporters promise.”

Beyond the studies, however, is what we believe to be a real conflict of interest on the part of the Oklahoma State Board of Education.

Phil Lakin is the newest member of the OBOE. Mr. Lakin’s profile on the State DOE website says the following, “Phil serves as a director of the George Kaiser Family Foundation, Tulsa Beautification Foundation, and Tulsa Educare (Education, 2011).” Just last month (June) George Kaiser of the George Kaiser Family Foundation joined with the Obama administration in announcing the new Race to the Top contest (Editorial Board, 2011).

Wouldn’t EduCare (Oklahoma City EduCare, 2011) stand to gain some of the 100 million budgeted? It does seem odd that a board member presiding over millions TAX PAYER dollars might stand to want to see his organization benefit from such largesse.

But that isn’t all. Just this month ROPE completed a large body of research (Jenni White, 2011) including, among other things, relevant history of public education in America.

We show that the ‘father’ of universal preschool is none other than Dr. John Dewey, a neo-Marxist and the Father of Progressive Education. Dewey, who witnessed the socio-economic and family upheaval of the American Industrial Revolution first hand, came to the conclusion that urban families (particularly) were ill-equipped to raise their children. Schools, therefore, must be all things to all children and supplant the family as the ultimate center of life (Warde, 2005). Unfortunately, this tenet has been advanced through presidents and education policy analysts and spread throughout public education across the US since.

Americans have always had the freedom and opportunity to express Socialist or Marxist thought, but these thoughts may not be placed into American Republican government through a state-run institution using taxpayer funds. In fact, Samuel Adams said that the Founders had done everything possible to make the ideas of socialism and communism unconstitutional (Skousen, 1981). Not only would the Founders of this country be dismayed by Universal PreK, it is decidedly un-American and ineffective to boot.

Some Races Just Shouldn’t Be Run

Some Races Just Shouldn’t Be Run

According to a NewsOK editorial July 27 (Editorial Staff), Oklahomans should be stunned that our state hasn’t yet announced its intentions to appeal to the Obama administration for a piece of the additional $500 million (Schlafly) tax payer dollars set aside by the Federal Department of Education to fund a Race to the Top Early Learning grant. If won, money from this grant could be used to fund programs in Oklahoma, like EduCare, founded by the George Kaiser Family Foundation. Kaiser even joined with the Obama administration in announcing the contest (Editorial Staff)- quite appropriate as Kaiser is a key Obama fundraiser (Carol D. Leonnig).

For the record, this is the same Kaiser Foundation whose lobbyist Margaret Erling confronted a State Senator on (McGuigan) the floor of the Senate about a bill to push back the date for Kindergarten two months (P. B. McGuigan)and the same organization who lobbied for and pushed Obamacare (Pinkerton) through the Oklahoma Department of Health and Human Services (Blatt).

Though Kaiser believes early education to be a moral obligation and the "most effective way to reverse the cycle of poverty in America" (Rolland), even his fellow progressives don’t agree philosophically on the role of education in poverty (Bernstein).

US Census data shows that poverty is directly correlated with marriage status (Wikipedia). Traditional families have 5% poverty rates –single parent families 26%. Wouldn’t private programs centered on incentivizing and strengthening the family unit be much more effective in reducing poverty in the United States than putting all ‘underserved’ infants through four year olds in publicly funded PreK programs?

Phyllis Schlafy concludes (Schlafly), "The premise that poverty causes illiteracy is fundamentally wrong. In the 18th and 19th centuries when Americans were pitifully poor by today's standards, we had almost complete literacy." In fact, since LBJ introduced the Elementary and Secondary Education Act (ESEA) in 1965, states have been given over 116 BILLION (Schlafly) tax payer dollars (in addition to those supplied at the state/county level) for educational efforts, yet by 2003 this system has produced a literacy proficiency rate of only 13% in graduates (adults) (U.S. Department of Education).

Cato Institute sees this new round of RTT as “a recipe for the ultimate federal control of pre-K” (McCluskey) and how could it not be so? When the federal government takes money from states, then makes states apply to get the money back based on the fulfillment of specific government-ordered criteria, the government is now in control. This is Statism (Wikipedia, Statism) – the complete antithesis of our American Founder’s prescription of Federalism (Olivastro)and the principles of the Republican Party (Party). Why in the world would the Republicans newly elected as Governor and State Superintendent of Public Instruction apply for a program that is essentially a slap in the face to their constituency?

Lastly, with households getting more money from the federal government than they are giving (Cooper) and our national debt increasing nearly 4 billion dollars daily (U.S. National Debt Clock), indebting our nation in order to administer, “…top-down directives forcing states to adopt programs favored by Washington” (McNeil) would seem in opposition not only to the tenets of our Constitutional Republic, but plain old common sense fiscal reality.

An Eagle Forum Forward

The following email was sent from Oklahoma Eagle Forum's Bunny Chambers. We ask you to assist Eagle Forum AND ROPE by making phone calls and sending emails regarding this issue.

You may see the letter ROPE has written the Honorable Governor Mary Fallin on this issue here.

Certainly, ROPE is trying everything we can to kill the Common Core State Standards, but our Oklahoma State Superintendent Dr. Janet Barresi is implementing Core Curriculum and all elements of the Race to the Top initiative - including the P20 database (a data gathering tool to collect information from Oklahoma students from pre-K to post college under the auspices of "making sure kids graduate college") even without federal Race To The Top money. By the end of the week we will have posted extensive research on the P20 database and the developments occurring in Oklahoma so you can have an accurate picture of the scope and measure of this initiative.

During the High Noon meeting Friday, August 5th - an education forum dedicated to the memory of Milton Friedman and the principal of school choice - a member of the audience asked Senator Clark Jolley of Edmond whether or not Oklahoma would apply for an "early childhood" RTT grant. Please see the video of his remarks here.

The Senator did not give a straight answer- referring the question instead to Dr. Barresi, the Governor and the state school board - but did say he believed an RTT grant was in the works. This is not at all shocking - especially when you factor in all the PRESS an "early learning grant" has been getting in both the Tulsa World and the Daily Oklahoman over the past several weeks.

This is particularly sad, however, not only because newly elected Republicans should not be abandoning the roots of Federalism to become money-grubbing statists, but because new independent research shows that the publicly funded Head Start program is full of fraud (what government program isn't?), and the government's own study shows it just flat doesn't work.

In addition, during a 2010 campaign stop at the High Noon Club prior to her election, candidate Mary Fallin went on record at that meeting, saying she would NOT apply for Race To The Top funds because she didn't want the federal government to have control over Oklahoma's education. I believe it's time we remind Governor Fallin of the promises she made us BEFORE she was elected.

Why are we chasing after the implementation of a program that uses taxpayer dollars to do essentially nothing but babysit? Well, after all, it is a RACE....

SUBJECT: Don't let President Obama take over child care like he took over health care.

IMMEDIATE ACTION IS NEEDED!

Parents are in danger of loosing their right to choose and guide the education of their children. The Obama Administration has launched a new initiative to get more infants, toddlers, and pre-schoolers enrolled in "early-childhood education" programs.

Contact GOVERNOR MARY FALLIN NOW and ask her to refuse President Obama's child care grant--"Race to the Top," or as we call it---"Race to the Cradle," just like she refused his Obamacare health grant.

To her great credit, Gov. Mary Fallin refused the $54 million dollar grant the Obama Administration offered the State if we would begin implementing Obamacare. Gov. Fallin knows that federal money always comes with strings attached. He who pays the piper calls the tune.

Now, the Obama Administration is offering Oklahoma up to a $60 million dollar grant if we will get more pre-school age children away from their parents and enrolled in pre-school/day care programs. And, it's not just pre-schoolers. Incredibly, the Obama Administration wants more of Oklahoma's "infants and toddlers" enrolled in these programs. As one scholar at the Cato Institute put it: "If this isn't a recipe for ultimate federal control of pre-K, I don't know what is."

The American Recovery and Reinvestment Act invested heavily in education both as a way to provide jobs now and lay the foundation for long-term prosperity includes $5 billion for early learning programs, including Head Start, Early Head Start, child care, and programs for children with special needs.

The Race to the Top - Early Learning Challenge grant competition will focus on improving early learning and development programs for young children by supporting States' efforts to:

  1. Increase the number and percentage of low-income and disadvantaged children in each age group of infants, toddlers, and preschoolers who are enrolled in high-quality early learning programs;
  2. Design and implement an integrated system of high-quality early learning programs and services; and
  3. Ensure that any use of assessments conforms with the recommendations of the National Research Council's reports on early childhood. (§1832(b)(1), title VIII, Division B of P.L. 112-10, the Department of Defense and Full-Year Continuing Appropriations Act, 2011).
  4. Awards in Race to the Top will go to States that are leading the way with ambitious yet achievable plans for implementing coherent, compelling, and comprehensive early learning education reform. States are/should be beginning to "see the strings attached" and are refusing the grant money.
  5. The administration likes to point to research touting the benefits of these programs, but doesn't like to mention the research demonstrating the risks involved in replacing mothers with paid surrogates. These risks include insecure maternal attachment, long-term behavioral problems, health complications, and other problems.

It makes no sense to start a new government program--spending money we don't have--to separate small children from their parents and transfer them to the bureaucratic arms of strangers.

Here's a better idea: Let's allow parents to keep more of their own money so they can raise their own children. Let's give tax breaks to the most important "early childhood educators"--parents!!

Don't let President Obama take over child care like he took over health care.

LET YOUR VOICE BE HEARD TODAY!

Contact GOVERNOR MARY FALLIN and ask her to refuse to apply for President Obama's child care grant, just as she refused his Obamacare health grant. Because, it doesn't take a village to raise a child---it takes parents!!

See information on Race to the Top in Hot Topics and ACTION CENTER on

"President Obama is committed to providing every child access to a complete and competitive education, from cradle through career."

"The years before a child reaches kindergarten are among the most critical in his or her life to influence learning. President Obama is committed to providing the support that our youngest children need to prepare to succeed later in school. The President supports a seamless and comprehensive set of services and support for children, from birth through age 5."
